Try to locate your mains water stop cock. This will normally be installed under your sink. Once you have turned the valve clockwise all the way, run your cold tap to make sure flow has ceased completely. If the leak is from a hot water pipe/appliance, try locate the valve to switch it off, normally in the hot press.

It sounds like the water is very hard. We recommend you purchase a water softener and install it on the mains (we provide this service). In the meantime, try filling a freezer bag half way with vineger. With the shower head completely submerged in the vinegar, tie the freezer bag with a cable tie and let the shower head sit in it over night. This will dissolve the limescale and will instantly make the water pressure better.
